COMPREHENSIVE PLAN EVALUATION
AND APPRAISAL REPORTS

The Evaluation and Appraisal (EAR) Report is a state mandated review of the local Comprehensive Plan. State statutes establish minimum requirements for data collection and analysis. The EAR is also a very important opportunity for local governments to identify specific issues of concern, to study them in depth, and identify strategies for successful addressing them. As Director of the Tallahassee-Leon County Planning Department, Wendy Grey oversaw the preparation of the first Evaluation and Appraisal Report of the community’s Comprehensive Plan. Wendy Grey Land Use Planning LLC has undertaken the following EAR projects:

City of Lynn Haven Evaluation and Appraisal Report

The Lynn Haven EAR commenced in May 2007 and was adopted by the City Commission in October 2008. The EAR was found sufficient by the Florida Department of Community Affairs.

City of Mexico Beach Evaluation and Appraisal Report

The Mexico Beach EAR commenced in March 2008 and is currently underway.

City of Callaway Evaluation and Appraisal Report (EAR) Comprehensive Plan Amendments

Callaway hired Wendy Grey Land Use Planning LLC to work with staff to prepare amendments to the Comprehensive Plan based on the City’s first EAR. Wendy Grey Land Use Planning LLC worked with staff to obtain updated data and conduct necessary analysis; prepared agenda items and presented findings and recommendations to the Planning and Zoning Board and the City Commission; and met with staff from the Department of Community Affairs during the Department's review of the proposed amendments to address Department objections.

COMPREHENSIVE PLAN
AND LAND DEVELOPMENT CODE REVIEWS

City of Valdosta Land Development Code Revisions

The City of Valdosta retained Jordon Jones and Goulding (JJG) to completely revise and update its land development code. As part of the JJG team, Wendy Grey Land Use Planning LLC is responsible for ensuring that the new code furthers Comprehensive Plan goals, is consistent, where possible, with the Lowndes County land development code; and participating in workshops with public officials and citizens.

Marion County Plan and Land Development Review Evaluation

Water Resource Associates, Inc. (WRA) was hired by Marion County to prepare a long range
water supply plan that evaluated the current state of the County’s water resources and recommended strategies for protecting the County’s water quality and supply. WRA retained Wendy Grey Land Use Planning LLC to identify how those strategies should be integrated into the Comprehensive Plan and land development review process. Wendy Grey Land Use Planning LLC also recommend changes to the land development review process to ensure that water resource protection is adequately addressed.

Lake County Comprehensive Plan Peer Review

County planning staff undertook a major rewrite of the Comprehensive Plan and hired the Renaissance Planning Group, with Wendy Grey Land Use Planning LLC as subconsultant, to provide peer review. Wendy Grey Land Use Planning LLC reviewed comprehensive plan elements to ensure clarity, internal consistency, and compliance with state requirements.
